KEVIN “WOLFY” WOLFE

Kevin Wolfe is the Chief Executive Officer of 2 Circle. In addition to his corporate role, he provides analytical support to SoS Naval All Domain Requirements Definition and gap analysis. He also provides project management and operations analysis to Naval surface and air capability roadmap development and modeling, simulation and analysis of naval forces in a multi-level security environment. Kevin holds a Bachelor’s Degree in Economics from Franklin and Marshall College. He, his wife Heather, and 3 children reside in Leonardtown, MD.

Prior to co-founding 2 Circle in 2011, Kevin worked his way to a Senior Vice President in a Large Veteran Owned consulting firm. Here he also provided contract service support as a Senior Program Manager and Warfare Analyst supporting NAVAIR PMAs that included F/A-18 Advanced Systems, JSF Air Systems Requirements and Naval A/A missiles. Kevin served in the United States Marine Corps as an F/A-18 pilot. He is a graduate of the U.S. Navy Fighter Weapons School (TOPGUN) and Marine Weapons and Tactics Squadron One (MAWTS-1). During his service in the Marine Corps, he served as an F/A-18 Instructor, was selected as the Marine Corps Aviation Association Aviator of the Year, and was the F-35 / Air-to-Air Missile Requirements Officer for Headquarters, Marine Corps.

Kevin’s core focus is to enable the team to “Hire, Train, Motivate, Incentivize, Inspire and Retain Best of Breed ‘Spartans’ at 2 Circle”.

Chris “CMOORE” Moore

Chris Moore is the Chief Financial Officer of 2 Circle. In addition to his corporate role, he supports the Defense Advanced Research Projects Agency (DARPA), Tactical Technology Office.

Prior to co-founding 2 Circle in 2011, Chris served in the United States Marine Corps as an F/A-18 pilot. He is a graduate of the U.S. Navy Fighter Weapons School (TOPGUN) and Marine Weapons and Tactics Squadron One (MAWTS-1). While in the Marine Corps, he served as an F/A-18 tactics instructor and was a weapon’s acquisition and special programs specialist defining requirements, staffing acquisition, and capability documentation through the Joint Capabilities Integration and Development System and managing development and procurement budgets.

Chris holds a Bachelor’s Degree in Aeronautics from Embry-Riddle Aeronautical University, a Master’s Degree in Leadership from the University of San Diego, and a Master’s Degree in Systems Engineering from the George Washington University. He and his family reside in Las Vegas, NV.

Doug Halter is the Chief Operating Officer and member of the Executive Leadership Team of 2 Circle, Inc. In contract support, he is the Exercise Director of the Naval Aviation Distributed Training Center-Atlantic, located at NAS Oceana in Virginia Beach.

Prior to joining 2 Circle in 2014, Doug served in the Navy as an F-14 Radar Intercept Officer, to include a combat deployment with the VF-41 BLACK ACES. He later transitioned to the Naval Reserves with the F/A-18 Adversary squadron VFC-12 AMBUSH. In the civilian sector, Doug worked in a number of fields including as a corporate pilot, medical sales, and project management prior to eventually transitioning back to his passion for DOD support in 2010. Prior to his current contract role, he supported NAVAIR’s PMA-265 Advanced System’s Office working F/A-18 & EA-18G future capabilities and Flight Plan efforts.

Doug holds a Bachelor’s Degree in Aerospace Engineering from the United States Naval Academy and an MBA from the University of Massachusetts. He and his family reside in Virginia Beach, VA.

KEVIN “LANTA” HARMS

Kevin Harms has served the United States for 30+ years as a Naval Aviator and Contract Service Support (CSS). He flew F/A-18s in a military career highlighted by time as a Landing Signals Officer (LSO), TOPGUN graduate, Tactics Instructor, Air Wing Mission Commander, Lead Operational Planner at U.S. Special Operations Command (USSOCOM), and Commanding Officer of a strike-fighter squadron in combat overseas. Kevin was recognized as the 2004 U.S. Pacific Fleet Pilot of Year.

As CSS, Kevin served in the Unmanned Carrier Aviation Program as a Product Lead for software to autonomously control naval strike-fighters, using agile scrum methods. After two years and successful demonstrations, he was selected as lead analyst for a major study of adversary support to air warfare mission area training, on behalf of the Chief of Naval Operations’ Director of Air Warfare.

The study examined requirements, gaps, and solution alternatives, including live, virtual, constructive, and combined LVC technologies. Findings and methods pioneered by the study informed the Red Air, Training, and Proficiency for Aerial Combat Analysis of Alternatives (RATPAC AoA), Secure LVC Advanced Training Environment (SLATE) demonstration, and the Training Analysis Program (TAP), which Kevin continued to support as a subject matter expert and advisor to study leadership.

Since then, Kevin has focused on analysis, derivation of requirements, and concept refinement for a next generation family of systems to replace the F/A-18, and corporate responsibilities as Director of Business Operations and Chief Strategy Officer.

Kevin holds BS and MS degrees in Electrical Engineering, and an MBA, from the University of Illinois and a MA in National Security and Strategic Studies from the Naval War College.

Kevin is happily married to his wife Pam, and a proud third-generation military aviator. He is a father of four, and a die-hard fan of the Illinois Fighting Illini.

Dennis Mikeska is the Executive Vice President of the Science and Technology Solutions Department and member of the Executive Leadership Team of 2 Circle. Additionally, he supports the Defense Advanced Research Projects Strategic Technology Office as a Senior Scientist and Engineer.

Prior to joining 2 Circle in 2015, Dennis served in the United States Navy as an F/A-18 pilot. He is a graduate of the U.S. Navy Fighter Weapons School (TOPGUN) and the Navy’s Nuclear Propulsion Program. While in the Navy, he served as a Chief Operational Test Director, Commanding Officer of a Strike Fighter Squadron, Executive Officer of a Nuclear-Powered Aircraft Carrier and Commanding Officer of two Amphibious Transport Dock ships.

Dennis holds a Bachelor’s degree in Physics with an emphasis on Space Physics and Astronomy from Rice University, and a Master’s Degree in Aeronautics and Astronautics from the Naval Postgraduate School. He and his family reside in Ashburn, VA.

Andrew Reilly is the Senior Vice President of the Program Integration Department at 2 Circle and provides analytical support and electronic warfare expertise to SoS Naval requirements definition and gap analysis. He also provides project management and operational analysis to Naval surface and air capability roadmap development, and modeling and simulation of naval forces in a multi-level security environment.

Andrew served in the U.S. Navy for 21 years as a Naval Flight Officer in the EA-6B, F/A-18F, and EA-18G. He served as an instructor in the EA-6B and EA-18G, as Executive Officer for an Office Naval Research (ONR) detachment, and as the Assistant Chief of Staff for Analytics at ONR-HQ. In 2016, he was appointed as the Deputy Chief of Cyber-Electromagnetic Activities for Combined Joint Task Force (CJTF): Operation Inherent Resolve in Iraq and Syria.

Before joining 2 Circle, Andrew worked as a project manager for a consulting firm and contributed electronic warfare experience and EA-18G mission system support at Naval Air Systems Command (NAVAIR) competencies and PMAs.

Andrew holds a bachelor’s degree in Communications from Boston College and master’s degrees in Business Administration and National Strategy & Policy from the Naval Postgraduate School and the Naval War College. He and his wife, Kelley, and their two children reside in Portsmouth, RI.

Brad “Meat” Gilroy

Brad Gilroy is the Senior Vice President of 2 Circle’s Software Solutions Department — a unique products-based business unit within the company that develops technology to enhance 2 Circle’s consulting services and improve the readiness of the U.S. military and targeted international partners.  The SSD also develops a line of performance-improvement software products that are available for non-defense commercial customers.  

Prior to joining 2 Circle in 2015, Brad spearheaded the effort to update all the Navy and Marine Corps technical documentation for the F/A-18A-D, F/A-18E/F, and EA-18G. Brad also served in the United States Navy as an F/A-18 pilot and graduated from the U.S. Navy Fighter Weapons School (TOPGUN).

Brad holds a Bachelor’s Degree in Economics from the United States Naval Academy. He and his family reside in Linthicum, MD.

James McCall is the Senior Vice President of the Warfare Solutions Department at 2 Circle. In addition to his SVP role, he serves as a Senior Warfare Analyst and is the lead subject matter expert for the Navy’s Training Analysis Project, delivering high-fidelity human performance measurement data collection techniques and data-driven analytical products focused on fielded system-of-system effectiveness.

James served more than 29 years in the U.S. Navy as an operational F-14 Radar Intercept Officer (RIO) and F/A-18F Weapon Systems Officer (WSO), accumulating more than 4,200 flight hours and 1,100 arrested landings. He is a graduate of the U.S. Navy Fighter Weapons School (TOPGUN) and completed 10 operational deployments. As Commanding Officer of Strike Fighter Squadron (VFA) 211, he deployed twice in support of Operations Enduring Freedom, Iraqi Freedom, and New Dawn. As Commander, Carrier Air Wing 8, he led 1,900 men and women in sustained combat operations aboard USS George H. W. Bush in support of Operation Inherent Resolve. His air wing delivered more air-to-surface weapons than any Navy air wing in more than 25 years and achieved the Navy’s first air-to-air kill since Operation Desert Storm facilitating the liberation of Mosul, Iraq, and Raqqa, Syria from ISIS control.

James holds a bachelor’s degree in mechanical engineering from the U.S. Naval Academy and a master’s degree in national security and strategic studies from the U.S. Naval War College. He and his family reside in Virginia Beach, VA.

David “Streaker” Lowe

David Lowe is the Senior Vice President of the Technology Maturation & Acquisition Support Department at 2 Circle. In addition to his SVP role, he serves as the Mission Engineer for the Navy’s Effects Deployment Office and a Senior Warfare Analyst/Team Lead for OSD’s Joint Multiband Constructive EW LVC Training Project.

David served 20 years in the U.S. Navy as an operational F-14 and F/A-18 pilot, accumulating more than 3,500 flight hours and 400 arrested landings. He is a graduate of the U.S. Navy Fighter Weapons School (TOPGUN) and was designated a Strike Fighter Tactics Instructor (SFTI). 

He is one of a very select few Naval Aviators to ever earn/hold both the SFTI and Staff Landing Signal Officer (CAG LSO) qualifications.  During his active duty career, David was assigned to Joint CREW Composite Squadron ONE (JCCS-1) as an Electronic Warfare Officer (EWO) in support of OPERATION IRAQI FREEDOM, performing the duties of Brigade EWO for Combined Joint Special Operations Task Force – Arabian Peninsula (CJSOTF-AP) and Director of Operations, JCCS-1. Upon retirement from active duty in 2010, he worked as a Senior Research Engineer at the Georgia Tech Research Institute until joining 2 Circle in 2016.

David holds a bachelor’s degree in engineering from the U.S. Naval Academy and a master’s degree in national security and strategic studies from the U.S. Naval War College. He and his family reside in the Central Florida area.

Chris Baker is 2 Circle’s Senior Vice President of Operations, reporting to COO Doug “Money” Halter. Chris is responsible for planning, directing, coordinating, and overseeing company operations, ensuring development and implementation of efficient operations and systems to meet the current and future needs of 2 Circle.

Chris joined 2 Circle in 2018 as 2 Circle’s Business Manager and has held roles of increasing responsibility, including Vice President of Operations, where she was responsible for overseeing the company’s operations tasks and activities.

Prior to 2 Circle, Chris was the Hampton Roads Regional Representative for Corporate Gray and an administrative support professional at Ocean Tumblers Gymnastics. Chris holds a Bachelor of Science in Physical Therapy and a minor in Psychology from Quinnipiac University.
